an effect on travel here at san francisco international airport. if you look behind us, you can see a number of people unloading. this is supposed to be the busiest travel day of the year with over 100,000 people through sfo. but because of the low ceiling and visibility, the traffic management program is in effect from sfo. this is inside the terminal. there are a lot of people here. the security line was packed. it could get more problematic and hectic today. starting at 7:00, this airport won't be able to use all of the runways because of that traffic management program put into effect by the faa. that could mean delays up to four hours for flights to arrive here and also delays from 30 to 60 minutes for flights departing from sfo. the spokesperson talked to us about the weather conditions. >> this is one of these winter storms that usually comes out of the south and that causes two things. it causes reduced visibility because of the rain and the clouds. but it also causes the winds to come out of a different direction than what we normally see throughout the year. >> reporter: now

at fairfield. napa35, san francisco 46, san jose 37 degrees. definitely off to a cold start this saturday morning. forecast headlines for today, shower developing, it'll be chilly. tomorrow just a chance of a few sprinkles and the highest chance would be in the north bay, especially up toward sonoma. we are tracking multiple storms on the long range weather maps. at least for today here is the system we are tracking, the sources rainfall around eureka. already cloud cover into the area and that rainfall not to far behind. here is the forecast model. we will take it into the morning about an hour from now at eight mostly cloudy and cool. temperatures from around 30 to 45 and then by the afternoon, by 12:00 showers developing especially up in the northern half of the area. you will see more activity off shore and then throughout the afternoon hours off and on showers likely and temperatures only making it into the low to mid50s. these numbers not a big change from yesterday in places like fairfield and antioch. most of the afternoon in the upper 40s. briefly topping out at 50. san

a look because you can see san francisco police are in the process of shutting down essex street. now the water has been shut off and we showed you that in the last half hour but there is a new problem. if we pan over here, take a look at the construction site. you can see the scaffolding is compromised with some of the metal beams going down. the firefighter said he is not sure if that is stable or if that structure is compromised so if they can get the construction guys out here to make sure that it's not about to fall, they have shut down this street and they don't know when it will reopen. let me show you video from when all of this happened because there was quite a mess out here. it was shotting an estimated 30 feet in the air and 50,000 gallons came out before they were able to shut it off. again it started with a driver running through a red light and that's what police are telling ktvu channel 2 morning news. it started when this driver tried to turn on to essex and folsom and crashed into that fire hydrant. we don't know the extent of his injuries but we have video of t
